Abstract: Startups are recognized as drivers of socioeconomic innovation. However, they have a high record of early mortality, often associated with management failures, which requires managerial solutions that are responsive to the uncertainty conditions of their initial stages. This thesis aimed to propose a method based on the project management approach to support startups in achieving sustainable growth. The research was conducted under the Design Science paradigm, through the Design Science Research (DSR) method, with a methodology structured into six phases and organized into three multiple studies. Study 1 addressed phase 1 of DSR, which concerns problem identification and study motivation, based on the objective of analyzing the concept of startup from a project perspective. Methodologically, it consisted of exploratory qualitative research that combined a literature review and interviews with 28 specialists. The result represents the ontological foundation for the evolutionary studies by delimiting the phenomenon through the definition of a startup as a “temporary organization treated as an innovation project”, which was validated through a survey with 72 Startup Weekend participants. Study 2 is related to phases 1 and 2 of DSR and deepens the characterization of the problem, objectives, and criteria for the development of an artifact. Based on the objective of listing a set of knowledge areas and their respective failure factors in startups, Study 2 was conducted as exploratory qualitative research, combining a Systematic Literature Review of 30 documents from scientific databases and interviews with 28 specialists. The identified failure factors were grouped into knowledge areas grounded in project management. The findings revealed failures related to 19 knowledge areas considered essential for startups treated as projects throughout their maturity stages. Study 3 addressed phases 2, 3, 4, and 5 of DSR, as it consolidated the solution objectives, defined the development criteria, designed the artifact, and demonstrated and evaluated it. The research design of Study 3 was organized into three stages. In stage 1, interviews were conducted with 28 specialists, together with a Systematic Literature Review of 34 documents from scientific databases, which enabled the identification of project management-based managerial solutions. In stage 2, the criteria for developing an artifact characterized as a method were defined, based on DSR recommendations and the specialists’ suggestions, thus addressing phase 2 of DSR. In stage 3, an exploratory demonstration was carried out at prototyping levels, contributing to the development of the artifact and addressing phase 3 of DSR. The prototyping evolved through three levels: initially in Excel and Miro, subsequently in a digital platform, and finally in an artificial intelligence conversational agent. Exploratory demonstrations were conducted with specialists, who contributed to visual, functional, and operational improvements at each stage. Still within stage 3 of Study 3, the artifact was demonstrated, evaluated, and validated in four focus groups with 13 specialists, addressing phases 4 and 5 of DSR. As its main contribution, this thesis delivers a Technical-Technological Product materialized through a validated artifact, namely the method entitled Project Management Guide for Startups, instantiated in a digital platform and operationalized through an artificial intelligence conversational agent. This thesis is aligned with the research line Innovation in Project Management of the Graduate Program in Administration, Project Management (PPGP) at Uninove, as it develops and validates an innovative project management method for startups, integrating Design Science Research, digital transformation, and artificial intelligence approaches applied to the solution of organizational problems in innovation environments.

Abstract: The dissertation examines the limits of the Brazilian Greenhouse Gas Emissions Trading System (SBCE), established by Law No. 15.042/2024, as an instrument to induce the decarbonization of the building sector in the urban context of São Paulo. The central hypothesis is that carbon pricing, when implemented in isolation, has a structurally limited capacity to drive change in sectors characterized by diffuse emissions, in which responsibilities are shared among multiple agents along extensive value chains and assets with a lifespan of fifty to eighty years. The research adopts a qualitative and exploratory approach, combining comparative document analysis with a case study of the municipality of São Paulo. The theoretical framework articulates the concept of policy mix (Howlett, 2011), which assesses the coherence between objectives, instruments and institutional context, and that of polycentric governance (Ostrom, 2010), which underpins the multiscalar analysis of responsibilities over diffuse emissions. Four international experiences are examined, the European Union, California, Chile and Colombia, selected because they represent different scales of governance and contrasting stages of regulatory maturity. The temporal scope of the comparative international analysis and of the Brazilian regulatory framework covers the period from 2015 to 2025, extending to January 2026 for documents related to the SBCE and to urban policies in São Paulo. The results indicate that the carbon price signal reaches the building sector predominantly through the pass-through of costs to emissions-intensive inputs, such as cement and steel, a channel that persists even under free allocation of allowances. The cases showing more consistent progress combine carbon pricing, binding technical regulation and redistributive reinvestment of auction revenues. In São Paulo, the regulatory framework is relatively advanced regarding operational emissions and urban form, but lacks requirements for life-cycle assessment in permitting procedures and specific regulation of embodied carbon in construction materials. The dissertation concludes that the effectiveness of the SBCE in the building sector depends on the construction of a coherent arrangement of instruments, articulating binding technical regulation, redistributive financing and urban policies, with a central role for the municipality as an institutional translator of national economic signals into concrete territorial transformations.

Abstract: Technical Advisorship, with an independent nature, are recent experiences in Brazil that require support in their strengthening, autonomy and expansion to other affected territories as they are important tools for recognizing communities in access to fundamental rights. This dissertation analyzes the role of Independent Technical Advisorship (ATI), identifying advances and limitations in its trajectory of action within the structure of social participation and in its relationship with the Institutions of Justice, in the context of repair governance in Brumadinho. To this end, two qualitative studies were conducted based on interpretive document analysis. The first study employs the 3A³-framework of participation proposed by Hofer and Kaufmann (2023) to systematize, through documentary analysis of the Judicial Reparation Agreement (AJR), the actors, arenas, and objectives that constitute the participation structure. The second study is based on an interpretive content analysis, organizing two Commitment Agreements and two Work Plans of Aedas into categories related to ATI’s performance, such as characteristics, scope, social control, transparency, methodological coordination, funding, objectives, activities, and target audience. Together, the two studies reveal gaps and weaknesses in social participation in the reparation of the disaster, marked by centralized decision-making, limited protagonism of affected people, and the reduction of ATI’s scope and autonomy, exposing structural tensions within the governance model.

Abstract: The increasing pressure on urban water resources in Brazil, particularly in densely populated regions, has strengthened the need for environmental monitoring capable of capturing the spatial and temporal complexity of reservoirs subjected to intense anthropogenic loads, as in the case of the Billings Reservoir, one of the main water bodies of the São Paulo Metropolitan Region. This study investigates how the integration of monitoring protocols can guide and support water-resource management in the reservoir. The study analyzed data produced by the CETESB monitoring network between 2014 and 2024 and complemented them with in situ measurements obtained using portable technology, specifically the AlgaeTorch fluorometric probe. The methodological approach included temporal trend analyses (Mann–Kendall and Sen’s Slope), spatial assessments (thematic GIS-based maps), and multivariate procedures (Factorial, Hierarchical Cluster and Canonical Discriminant Analyses). Three central patterns were identified: (i) a gradual improvement in water quality after 2017, marked by reductions in total phosphorus, reactive nitrogen, and chlorophyll-a, directly influenced by the hydrological regime and rainfall regularization; (ii) strong spatial heterogeneity, distinguishing compartments with distinct ecological functions: accumulation zones, resilient transition areas, and upstream sectors that are less impacted; and (iii) the persistence of a hypereutrophic state, although followed by a decline in phytoplankton productivity due to the low bioavailability of phosphorus. The multivariate methods enabled the identification of coherent environmental groups and latent ecological processes not captured by the conventional monitoring network, revealing limnological signatures associated with hydraulic operation, diffuse pressures, and water residence time. Measurements obtained using portable fluorometry demonstrated a high potential as a complementary tool to enhance the spatial resolution of the assessment, allowing the detection of algal biomass gradients in areas not covered by CETESB’s monitoring stations. The integration of these approaches constitutes an effective strategy to support water-resource management, as it does not require drastic interventions in the CETESB monitoring practices but rather adjustments in data-analysis methodologies and their complement with low-cost, rapid-response technologies capable of generating reliable information and indicating which areas and types of actions should be prioritized. The study contributions support advances in the governance of metropolitan water supply systems, aligned with the principles of water security, territorial planning, and sustainable cities.
