Abstract: This dissertation investigates the synergistic contribution between digital technologies and public policies for the promotion of Food and Nutritional Security (SAN, in Portuguese) in the city of São Paulo, analyzed under the dimensions of availability, access, utilization, and stability. Methodologically, the research applies a qualitative single-case study, grounded in the triangulation of documentary data and semi-structured interviews with seven multisectoral experts, whose accounts underwent Content Analysis. The results confirm that food insecurity in the São Paulo metropolis does not stem from productive scarcity, but from bottlenecks in economic and logistical access, marked by profound inequality and the presence of food deserts. Innovative digital solutions, such as foodtechs and precision urban agriculture, act promisingly in reducing waste and optimizing logistics in supply chains. However, the research reveals that the adoption of these technologies without proper mitigation aggravates digital exclusion in the peripheries. In the dimensions of utilization and stability, the chronic underfunding of social organizations (cozinhas solidárias) and the harmful political-administrative discontinuity stand out, treating food guidelines as policies of transitional governments rather than of the State. The research concludes that the consolidation of São Paulo as a genuine Smart and Sustainable City will only promote food justice if technological advancement overcomes mere digital determinism and is rigorously coupled with perennial structural policies, income transfer programs, macroeconomic incentives, and long-term collaborative governance.

Abstract: The decarbonization of heavy road transport is one of the main challenges of the energy transition and the development of smart and sustainable cities. In this context, biomethane produced from municipal solid waste has the potential to reduce atmospheric emissions, promote the circular economy, and enhance urban sustainability. This research aimed to evaluate the environmental, economic, and social advantages of transforming a municipal solid waste collection truck, originally powered by diesel, to use biomethane from a landfill in the city of São Paulo. A qualitative approach with quantitative triangulation was adopted, structured as a single case study and complemented by a systematic literature review based on the PRISMA protocol. The analytical model integrated the environmental, economic, and social dimensions from the perspective of the circular economy. The study included operational monitoring of the vehicle for twelve months, emissions analysis using the Well-to-Wheel (WTW) method, economic evaluation through Total Cost of Ownership (TCO), and analysis of the social impacts associated with renewable fuel. The results demonstrated that biomethane offers superior environmental performance compared to diesel, with the potential to reduce greenhouse gas emissions by 93.7% in the complete fuel cycle, in addition to reductions of approximately 89% in nitrogen oxide emissions and 85% in particulate matter. Economically, the viability of vehicle conversion was verified, with lower operating costs and a more favorable return on investment. Socially, a potential contribution to improving air quality, reducing impacts on public health, strengthening the biomethane production chain, and generating jobs associated with the circular economy was observed. It is concluded that the use of biomethane in waste collection trucks constitutes a technically viable, economically competitive, and environmentally effective alternative, contributing to the sustainable management of urban waste, the decarbonization of heavy transport, and the achievement of the Sustainable Development Goals.

Abstract: Intensive urbanization has contributed to ecosystem fragmentation, the reduction of green areas, and the worsening of urban environmental problems, such as flooding, urban heat islands, air pollution, and the loss of spaces dedicated to leisure and social interaction. In this context, Nature-based Solutions (NbS) have become consolidated as strategies capable of contributing to the resolution of urban problems while integrating environmental conservation, climate adaptation, and sustainable urban planning. Whether combined with grey infrastructure or implemented independently, NbS provide benefits that go beyond the specific function for which they are designed, materialized through the provision of diverse Ecosystem Services (ES). Although widely used in the Global North, NbS are still expanding in the Global South. Methodological limitations remain regarding the assessment and valuation of these benefits in urban projects, which hinders the incorporation of NbS into decision-making processes and public policy formulation in urban planning. This research aimed to adapt a method to support the implementation of urban linear parks, based on the monetary valuation of ES associated with NbS. To this end, the municipality of São Roque/SP, Brazil, was adopted as the empirical context. The research was developed through a case study in the central area of the municipality, encompassing watercourses and their surroundings. As a methodological reference, a previously proposed and tested method was adapted by adjusting its original parameters to Brazilian environmental, territorial, and economic conditions. The method included the identification of NbS applicable to the linear park context, as well as the quantification and monetary valuation of five ES: reduction of surface runoff, air filtration and ventilation capacity, climate regulation, carbon sequestration, and recreation/leisure. The results showed that the implementation of the linear park has the potential to generate environmental, social, and economic benefits, with an estimated total valuation of approximately BRL 56.9 million per year. Among the assessed services, recreation and leisure represented the largest share, at approximately BRL 50.7 million per year. This value was calculated based on the population living within the park’s area of influence, proximity zones in relation to the park route and access points, and the application of a reference value per potential visit. The reduction of surface runoff was estimated at BRL 3.9 million per year, considering the capacity of vegetated and permeable areas to retain, infiltrate, or delay stormwater runoff, with valuation based on avoided costs related to urban drainage infrastructure. Air filtration and ventilation reached BRL 1.74 million per year, calculated from the vegetation’s capacity to retain particulate matter and associated with avoided public health costs. Carbon sequestration was valued at BRL 467 thousand per year, based on vegetated area and average CO₂ absorption coefficients, while climate regulation was estimated at BRL 60 thousand per year, considering thermal mitigation and potential electricity savings. As a limitation, it is acknowledged that the estimated values represent methodological approximations based on secondary data, reference coefficients, and value transfer criteria, and do not replace direct measurements, specific inventories, or executive analyses of implementation, maintenance, and management costs. Even so, monetary valuation makes it possible to establish an order of magnitude for the potential benefits of the linear park, bringing the results closer to the language used by decision-makers, public managers, and funding agencies. It is concluded that the adapted method has potential for application in the Brazilian context, contributing to the incorporation of ES and NbS into urban planning and providing technical support for investments in green infrastructure, in accordance with the principles of sustainable urban development and the Sustainable Development Goals.

Abstract: The growing recognition of ecosystem services in urban contexts has highlighted the role of green spaces in promoting well-being, quality of life, and urban sustainability. Among these services, Cultural Ecosystem Services (CES) stand out, as they are associated with non-material benefits such as leisure, recreation, aesthetic appreciation, environmental education, sense of belonging, territorial identity, spirituality, and psychological well-being. Despite their relevance, CES remain insufficiently incorporated into urban planning and management instruments due to their subjective, relational, and difficult-to-measure nature. In this context, this master’s dissertation aims to systematize, based on Systematic Literature Reviews, the types of CES associated with urban green spaces, as well as the methods, criteria, and indicators used for their assessment, with the purpose of supporting future evaluations of these services in urban planning. The research adopts an exploratory, descriptive, mixed-methods, and documentary approach, structured around two Systematic Literature Reviews conducted according to the PSALSAR protocol and PRISMA guidelines, with searches carried out in the Web of Science database. The first systematic review identified the main types of urban green spaces and the CES associated with them; the second analyzed methods, criteria, indicators, and measurement strategies used to assess these services. The results indicate a predominance of studies focused on urban parks, urban forests, and riparian areas, as well as a higher recurrence of CES related to recreation, aesthetics, well-being, social interaction, and education. The findings also show that CES assessment remains concentrated on dimensions that are more easily measurable, whereas aspects such as identity, belonging, memory, spirituality, and symbolic values are less frequently operationalized. As its main contribution, the dissertation presents a preliminary matrix of dimensions, criteria, and indicators, derived from the integrative synthesis of the two reviews and conceived as a theoretical-methodological basis for future assessments of CES quality in urban green spaces. It concludes that incorporating CES into urban planning requires multidimensional approaches that are sensitive to socio-territorial contexts and capable of articulating perceptual, spatial, behavioral, observational, and qualitative indicators.
