Abstract: Public Infrastructure Portfolios (PIPs) concentrate highly complex government investments and are recurrently exposed to risks of delays, cost overruns, work stoppages, and shortfalls in expected social benefits. In Brazil, these portfolios are subject to public oversight by internal bodies (Controller’s Offices) and external bodies (Courts of Accounts), whose performance is strained by strategic dysfunctions and by an institutional environment marked by fragmented governance, limited capacity, and political influence. Against this backdrop, this thesis— structured as a thesis by studies—investigated how strategic governance challenges in PIPs can be understood, theorized, and operationalized to improve the performance of public oversight bodies in the country. The research comprised three studies articulated through a cumulative logic: to understand the field (Study 1), to theorize empirically (Study 2), and to operationalize (Study 3). In Study 1, a systematic review combining bibliographic coupling and exploratory factor analysis identified five factors structuring the strategy-in-projects literature, with an integrative core at the portfolio–strategy interface and specialized streams on capabilities and innovation, strategic design, strategic resources, and Stakeholders. The mapping revealed a concentration at the meso level, interpretive predominance, and an almost complete absence of investigation at the extra-organizational level and in public oversight contexts. Study 2, qualitative, produced a theoretical model of Adaptive Governance Capability, structured into nine dimensions organized into three groups (adverse structural conditions, adaptive mechanisms, and maturation outcomes) and three relational patterns: cascading vulnerability, compensatory cooperation, and a reinforcing learning cycle. Study 3 developed and validated— through Action Research—a Technical-Technological Product (TTP), the Process Observatory, as an evidence-based governance organizational technology integrating a maturity diagnosis, workshops, BPMN modeling, and instrumentation through indicators and monitoring routines. In the pilot cycle, the TTP demonstrated feasibility through (i) institutional fit, (ii) end-to-end mapping across six workshops with identification of critical points, and (iii) traceability of 24 indicators derived from the AS-IS process, consolidated into 9 KPIs for executive-level reporting. As an integrated contribution, the thesis connects field diagnosis, empirical explanation, and a replicable instrument, demonstrating process management as an intermediate operationalization layer between governance theory and institutional practice.

Abstract: Alumni follow-up represents a strategic challenge for Higher Education Institutions, especially regarding the production of qualified information that supports academic management, strengthens institutional ties, and meets CAPES evaluation guidelines. Within this context, this dissertation aims to develop the Alumni Journey Map, a central artifact conceived as a visual and analytical tool to support alumni relationship management. Based on the principles of Customer Relationship Management (CRM), Customer Centricity, and Customer Journey Mapping (CJM) applied to the educational context, the study adopts the Design Science Research (DSR) approach, operationalized through Agile Project Management practices. The research is characterized as an embedded mixed methods study, in which quantitative data are integrated with the dominant qualitative analysis. Initially, surveys applied to alumni and students allowed the identification of central patterns and dimensions of the academic experience. These results provided the basis for confirmatory interviews, enabling the construction and empirical validation of analytical Personas. The process was enriched by expert feedback, contributing to the refinement and evaluation of the artifact.As a result, the Graduate Journey Map embodies the triangulation between quantitative, qualitative, and specialized data, demonstrating potential to support management decisions, consolidate institutional relationships, and promote more strategic practices for monitoring graduates.

Abstract: Regulatory Focus Theory (RFT) posits that individuals have two distinct motivational orientations: promotion, oriented toward gains and the achievement of goals; and prevention, oriented toward task fulfillment and the avoidance of losses. By applying this theory to the development of a robot-advisor project model, this study enhanced the understanding of how projects can be grounded in behavioral sciences and thereby contributed to its field of research, which encompasses Behavioral Economics and Project Innovation. The process of developing this digital advisor, consolidated in the form of a Technological Technical Product (TTP), was divided into three stages. The first study consisted of a systematic literature review that explored and updated knowledge on Regulatory Focus Theory as applied to personal investment decisions, enabling the identification and classification of investor behavior through this theoretical lens and providing the basis for the hypotheses later tested in the field. The second study investigated, through three experiments, the existence and impact of these theoretically expected responses on the choice of offers designed with real banking products and in compliance with external regulations governing this type of communication, in scenarios both with and without self-regulatory stimuli. This experimental validation of the hypotheses derived from prior theoretical findings demonstrated an increased acceptance of an offer resulting from the alignment between the investor’s self-regulatory profile and the suggested real investment, and led to the formulation of six premises that structured the creation of the Technological Technical Product. The final outcome, in the form of an investment consulting project model, was achieved through the construction of an Activity Diagram containing the executive functions of this advisor in the process of executing a banking investment, representing the transposition of RFT to project strategy, with the potential to promote greater investor engagement and improved results in resource mobilization by the financial institution. Consequently, this research contributed to theory by incorporating behavioral sciences into project design; by expanding knowledge on motivation and financial decision-making from the perspective of RFT, through the novel finding that the choice of real banking products is also affected by self-regulation; and to practice, by enhancing the effectiveness of resource mobilization. In this sense, it is also aligned with the 8th United Nations Sustainable Development Goal, which aims to strengthen the capacity of financial institutions to expand access to banking services for the population.

Abstract: In a complex organizational scenario, IT project management and software development seek agility and innovation. Effective adoption of DevOps is challenging due to a gap in understanding how its practices and tools can optimize agile projects and overcome cultural, standardization, communication, and resource allocation obstacles, especially with emerging technologies. Such challenges compromise collaboration and value delivery. The objective of this thesis was to propose how DevOps tools can contribute to agile project management, improving automation, agility, and innovation in IT products and services. Thus, we seek to propose how the use of DevOps tools can significantly contribute to agile project management practices in organizations, aiming to improve process automation, increase agility, and drive innovation in IT products and services. The research followed a thesis format structure with complementary studies. The first study conducted a Systematic Literature Review with the objective of understanding the intrinsic relationship between DevOps and agile project management, investigating concepts, adoption practices, and best applications. The second study employed a Multivocal Literature Review, including a strategic combination of scientific articles and gray literature. This phase sought to explore and understand the strategic use and effective contribution of DevOps tools in organizations. The third study, empirical in nature, applied and validated the previous theoretical results. Using data triangulation (Survey, three LinkedIn polls, and three Focus Groups with experienced professionals), it sought to expand understanding in various organizational contexts. The results showed that the first investigation organized the findings into four main categories and identified three influencing factors, revealing both positive and negative relationships in projects that adopt DevOps and agile methods. The second study, in turn, identified seven main types of DevOps tools, which allowed the construction of a detailed conceptual map that demonstrates how these tools can be strategic for improving the life cycle, promoting innovation, and the continuous evolution of projects in organizations. Finally, the third study validated and refined the proposed model, confirming the practical applicability of strategies for using DevOps practices and tools. This empirical validation resulted in the delivery of a non-patentable technical product model, called PM-ADAM, designed for IT professionals and agile project management. Limitations in the research include cultural resistance to the use of DevOps tools, lack of standardization in agile projects, and the need for large-scale empirical validation. The thesis contributes to agile project management by providing strategies and the practical PM-ADAM model. This model aims to support the implementation of DevOps in agile teams, optimizing processes, unifying teams, streamlining communication, and automating essential tasks. The thesis, with its innovative technological product, aligns with the Sustainable Development Goals (SDGs) established by the UN, specifically promoting SDG 17 - Partnerships for the Goals. This research is aligned with research line 2, “Advanced Management of Projects, Programs, and Portfolios,” linked to the Graduate Program in Project Management – PPGP UNINOVE. This thesis is also aligned with other research by its advisor linked to the core project “Agile and Hybrid Projects.”
