Abstract: This dissertation theoretical research approach and deductive methodology, on the compliance program and its importance for consumer relations in the domestic air transport sector in Brazil. Thus, the topic is grounded in the hypothetico-deductive method, employing both quantitative and qualitative research based on the investigation of statistical data from the Brazilian aviation and judicial sectors, as well as on doctrinal and jurisprudential references and a literature review comprising scientific articles and specialized journals. From this perspective, the economic regulation of the passenger air transport services sector in the country will be analyzed, and the competence of the National Civil Aviation Agency (ANAC), as well as the quality and safety control mechanisms, which must be implemented by governance airline companies, to prevent risks and violations of consumer rights. It is worth highlighting that the Consumer Protection Code is a rule of public order and social interest, governed by the values and duties of the Federal Constitution of 1988, article 5, item XXXII, which established consumer protection as a right and with fundamental guarantees protected by the State, and article 170, item V, which consolidated consumer protection as one of the principles of the economic order, as a way of curbing abusive commercial practices and the abuse of economic rights, respecting the principles of human dignity, vulnerability consumer protection and contractual good faith, among others, with the purpose of promoting free competition and harmonizing consumer relations.

<title>Autodeterminação geral e informativa: implicações nas relações contratuais modernas</title>

Abstract: Law No. 13,709/2018 (LGPD) introduced the principles of informational self-determination and the free development of personality into the Brazilian legal system. Given this innovation, the present work aimed to investigate the implications and the possibility of a broad application of the self-determination principle in personal, institutional, and, above all, modern corporate contractual relations. It intended to analyze how this principle can act in equalizing the asymmetries existing in contemporary contracts, such as those concluded between micro and large conglomerates, as well as in consumer and labor spheres, going beyond mere personal data self-management. Therefore, qualitative research of an exploratory, descriptive, and explanatory nature was used, guided by the hypothetico-deductive method and bibliographic technique, with content analysis of doctrinal and jurisprudential sources, notably from the German constitutional court. As a result, it was found that self-determination, in its general, self-preservation, and self-presentation dimensions, constitutes a foundational principle that generates subjective rights and extends to both natural and legal persons. It was observed that the failure of self-determination of the vulnerable party contaminates the free manifestation of will, justifying the intervention of legal protection microsystems to rebalance bargaining power. Furthermore, it was noted that corporations, faced with the new dynamics of the information society and the productive models of big techs, must be guided by social responsibility and self-limitation. It is concluded that self-determination is an essential legal tool for solving contractual asymmetries, and it must harmonize with self-regulation (soft law) and ESG strategies, revealing itself not only as freedom of decision, but as social responsibility and respect for human dignity.

<title>Inteligência artificial e governança: apontamentos para uma abordagem ética, responsável e orientada ao interesse nacional</title>

Abstract: Generative artificial intelligence constitutes a disruptive general-purpose technological tool. While its continuous development brings the promise of great advantages, it also carries significant associated risks. These risks constitute complex problems, veritable wicked problems. This raises the challenge of reconciling the need for technological innovation with the protection of citizens' rights and guarantees. The research concludes that this challenge can be overcome through the construction of a networked governance system, grounded in the constitutional principles of the economic order, in which the State, as metagovernor, performs the important task of coordinating the other actors within the network. The universe of these actors is broad, encompassing state agents, such as the ANPD (National Data Protection Authority) and the MCTI (Ministry of Science, Technology and Innovation), and non-state agents, such as Big Techs, certification companies, and organized civil society entities. In order to direct the network and foster the vertical and horizontal exchange of information, the State relies on its authority, central position, organization, and financial resources (nodality, authority, treasure, and organization - NATO) and has at its disposal both binding rules (hard law) and non-binding rules (soft law). Well-managed ethical and technical-operational criteria, capable of putting theoretical frameworks into practice, complete the circuit. The conjunction of governance, the Economic Constitution, and the national interest as an operational legal concept is the best way to address the challenge posed by generative artificial intelligence, to govern it, and to ensure that technological innovation and national development do not occur at the expense of the individual rights and guarantees of Brazilian citizens, nor turn the country into a data colony.

Abstract: This dissertation frames autonomous road freight transport (TAC) within the context of the digital platform economy in Brazil, delimiting the analysis to the profound transformations operated by network infrastructures and the regulatory framework of Law No. 11,442/2007. The research is justified by its legal and social relevance in light of the paradox between formal autonomy and algorithmic subordination, which challenges dignity and sustainability within the sector. The research problem questions how to reconcile the legal autonomy of the TAC with the informational dependence imposed by platforms to ensure minimum standards of safety and economic subsistence. The general objective is to critically analyze this relationship and propose a balanced regulatory model that harmonizes market flexibility with the fundamental pillar of human dignity. The specific objectives encompass mapping the legislative evolution, understanding the conceptual aspects of Society 5.0, analyzing the dynamics of platformization through the paradigmatic case of the company PX, and examining labor relations in view of the recent STF precedents and Bill PLP 152/2025. The methodology adopts a qualitative and interdisciplinary approach, grounded in a literature review, documentary analysis of legislation and case law, and data collection through interviews with the partners of the aforementioned startup.
