A política de regularização fundiária na cidade de Belém do Pará: estudo de caso do bairro de Fátima

Abstract

This dissertation proposes to investigate urban planning through the strategy of land regularization of social interest, which is a public policy with the objective of guaranteeing the right to housing, social inclusion and the insertion of residents of occupation areas in the formal city. The research sought to analyze the land regularization program that is being carried out in Belém/PA, starting in 2021, as well as to raise the existence of changes in the reality of the residents of the neighborhood of Fátima. The research took place in the neighborhood of Fátima (Belém/PA), which is undergoing a municipal program of land regularization of social interest and using the instrument of land legitimation as title. To this end, two municipal land regularization programs carried out in the city of Belém (Chão Legal and Terra da Gente) were compared and, through the application of the interview script, the perception of residents regarding post-regularization conditions and contributions was obtained. Areas of subnormal clusters, such as the neighborhood of Fátima in Belém/PA, are marked by the lack of public services and extreme social vulnerabilities, which can be revealed by the permanence of residents with a level of schooling in complete/incomplete elementary school (63%). headed by women (74%) and, despite all the proven deprivations of living in Fátima, 95% continue to live in the post-regularization property.
